California law on crocodilians!!!

    ok, recently i checked the California Dept. of Fish and Game website and found out that only the Crocodylidae family is banned here in Ca. So, i am assuming that this means that the Cuvier's Dwarf Caiman is legal to keep here for they are not part of that family. Also, when i scrolled down to the part where they list the animals that are either detrimental or welfare species, they said that all alligators, caimans, crocodiles, certain species of snakes, and snapping turtles are all detrimental animals. If this is the case, then how come TONS of ppl that live in California own snapping turtles? So yea, i'm getting all confused now.
