It's striped. The way the tail looks (kind of a side-view so it's hard to be certain) it might be an inverted stripe, which is less common than a simple stripe. Neither is really that rare. I have a striped albino female, and my partner (when I say partner, I mean we exchange snakes for breeding purposes) has a gorgeous striped salmon male. My female just has a small stripe, but the stripe on his male runs more than half way up his body, starting at the tail. I'll see if I can get some pictures. I know he has a bunch on youtube, but I forget what his youtube user name is.... I'll see if I can find that.
I saw one pretty simular to that in a pet store and they were selling it for the same prices as the regular boa's. Wish I'd had the money and space for it. They are beautiful, red tails really do have some of the best markings of any snake.

I wouldn't call it rare but it isn't common.But that is also a bcc an already most of the time $300 snake.So plus that stripe it could be $500 and up but beautiful snake, and it is called a reverse stripe.

I'd love to see pics!! Is the striped mutation similar to the harlequin mutation? I'm not the greatest with BCI genetics, but I have seen harlequins that look similar to the snake posted above.
