You have the wrong area. You are in the Chat forum for the websites chatroom. But I will answer your question. The picture your talking about is an Avatar. On any page you have open in the forums at the top you will see a link that says "Profile" Once in your profile control center go to the bottom of the page to Avatar control panel There you can add a personal pic or whatever you want.
