Back to back posts are discouraged. Usually the people doing that much fast paced posting are either A) spammers, or posting short, one word replies. This forum is mainly for asking thoughtful questions and leaving thoughtful advice. 99.9% of the time, that takes more than 60 seconds per post. It ensures that the posts are quality.
Yup, it is a measure to avoid spammers and "LOLZ" type posts. If it takes less then a minute between posts, chances are the previous comments in the post were not read or your message is of the one word variety.
