Cali Kings are legal in NY, they sell them in pet stores. However Green Iguana's depend on where you are moving. Are you moving upstate or in the city? they are illegal in the 5 boroughs however if this is your destination get in touch with Sean Casey Animal Rescue (http://scarnyc.org/) and they may be able to help you more on the moving into NYC with an Iguana.

But if you're coming upstate, then they are legal.

Yavie is right about the NY laws... and Sean Casey will be the best to help you.

And in PA, pretty much EVERYTHING is legal... and when I say that, I mean even venomous animals and crocodilians are legal to keep in PA lol
